This test case is intended to fail (in all available accessibility guidelines documents), because it includes content that violates the general flash threshold. This test case needs to be evaluated against a newer version of the success criterion; the version in the internal working draft of 24 February reads: "Content does not violate the general flash threshold or the red flash threshold." This test case is only for flashing content, not for valid XHTML.
